The first phase of the HSR 1.6 character banner will feature two 5-star characters — Ruan Mei and Blade — whereas the 4-star characters are yet to be announced.
Furthermore, the second phase of the character banners will feature Dr. Ratio and Kafka as 5-star characters. Other than that, Xueyi is the only confirmed 4-star character accompanying them in the second phase of Honkai Star Rail 1.6 banners.

For weapon banners, the first phase will feature the 5-star signature light cones of Ruan Mei and Blade — Past Self in Mirror and The Unreachable Side. Whereas, the second phase will feature Dr. Ratio and Kafka’s 5-star signature light cones— Baptism of Pure Thought and Patience is All You Need.
Honkai Star Rail banners have 2 phases. Each phase has two 5-star characters and Light Cones, and three 4-star characters and Light Cones. The banners can run newly released characters or rerun old characters. Typically, each phase lasts 21 days (3 weeks), and each version lasts 42 days (6 weeks). The banners have a pity system to help players pull the limited 5-star characters.
